袁甫,字广微,嘉定七年进士第一,迁秘书郎,寻迁著作佐郎、知徽州。治先教化,崇学校,访便民事上之。丁父忧 , 服除,知衢州。移提举江东常平。适岁旱,亟发库庾之积,凡洲县窠名隶仓司者,无折旧皆住催。时江,闽寇迫饶,信,虑民情易动,分榜谕安之。霜杀桑,春夏雨久湖溢,诸郡被水,连请于朝,给度牒二百道赈恤之。行部问民疾苦,荐循良。劾奸贪。决滞狱。所至诣学宫讲说,创书院贵溪之南,祠先儒陆九渊。岁大旱,请于朝,得度牒、缗钱、绫纸以助赈恤。疫疠大作创药院疗之前后持节江东五年所活殆不可数计转将作监领事如故。迁秘书少监。入见,帝曰:“卿久劳于外,笃意爱民,每览所陈,备见恳恻。”时朝廷以边事为忧,史嵩之帅江西,力主和议。甫奏曰:“臣与嵩之居同里,未尝相知,而嵩之父弥忠,则与臣有故。嵩之易于主和,弥忠每戒其轻易。今朝廷甘心用父子异心之人,臣谓不特嵩之之易于主和,抑朝廷亦未免易于用人也。”疏入,不报。未几,复奏疏云:“臣于嵩之本无仇怨,但国事所系,谊难缄默。”殿中侍御史徐清叟复论甫守富沙日赃六十万,汤巾等又争之,清叟亦悔。嘉熙元年,迁中书舍人。入见,帝问边事,甫奏:“当以上流为急,议和恐误事。”时清叟与甫并召,而清叟未至。甫奏:“台谏风闻言事,初亦何心。令人物眇然,有如清叟宜在朝廷,辞避实惟臣故,乞趣其赴阙。”又奏备边四事,曰:固江陵,堰瓦梁,与流民复业。迁吏部侍郎兼国子祭酒,日召诸生叩其问学理义讲习之道。时边遽日至,甫条十事,至为详明。权兵部尚书,暂兼吏部尚书,卒 , 赠通奉大夫,谥正肃。
