中共中央办公厅和国务院办公厅近日印发《天然林保护修复制度方案》。21日,国新办举行新闻发布会,国家林业和草原局介绍天然林保护工作有关情况。

国家林草局副局长李树铭表示,为贯彻落实好方案的部署和要求,将采取更高级别的保护,加强天然林管护站点、管护网络、灾害预警体系、护林员队伍和共管机制的建设。实行最严格的管制。全面停止天然林商业性采伐,对于纳入保护重点区域的天然林,禁止生产经营活动。开展抚育作业的,必须编制作业设计。严管天然林地占用,严格控制天然林地转为其他用途。

同时实施更全面的修复。根据天然林演替和发育阶段,科学实施修复措施,遏制天然林分退化,提高天然林质量。逐步使天然次生林、退化次生林等生态系统恢复到一定水平。鼓励在废弃的矿山、荒山荒地上逐步恢复天然植被。还要落实更严密的监管。加大天然林保护年度核查力度,将天然林保护修复成效作为地方党委和政府及领导干部综合评价的重要参考。建立天然林资源损害责任终身追究制。

据介绍,我国的天然林保护工作从1998年开始试点,到今年年底,投入天然林保护资金4000多亿元,取得显著成效。天然林资源恢复性增长持续加快,全国天然林面积净增4.28亿亩、蓄积净增37.75亿立方米。

20世纪上半叶,受战争和经济开发的影响,波兰的森林受到了巨大的破坏。二战后,波兰开始了森林的恢复工作。从上世纪90年代开始,波兰加强立法以保护森林,通过了《森林法》《保护森林和农业土壤法》《森林再生材料法》《环境保护法》等法案。目前波兰已经建立了1200处自然保护区,其中森林占保护区面积的54%。经过多年的努力,波兰的森林覆盖率已恢复至30%左右,接近全球森林覆盖率的平均水平。

    Trying to come to a decision complete on your own can be risky. Myth: Alcohol can help you rest easy.

    Alcohol may relax you so you nod off quicker, but studies show you'll wake up more and get less of deep sleep you need to feel rested.

    Recently, our school has held the meaningful discussion on whether it is necessary for middle school students to have classes on weekends.
