    Foreign drivers will have a pay on-the-spot fines of up to ￡900 for breaking the traffic law to be carried out next month.

    If they do not have enough cash or a working credit card, their vehicles will clamped(扣留) until they pay—and they will face an additional fee of ￡80 for getting back their vehicles.

    The law will also apply to British citizens. The fines will be described officially as “deposits” when the traffic law takes effect, because the money would be returned if the driver went to court and was found not guilty. In practice, very few foreign drivers are likely to return to Britain to deal with their cases.

There were almost 400 deaths and serious injuries and 3,000 slight injuries from accidents caused by foreign vehicles in 2008.

    The new law is partly intended to settle the problem of foreign lorry drivers ignoring limits on weight and hours at the wheel. Foreign lorries are three times more likely to be in a crash than British lorries. Recent spot checks found that three quarters of lorries that failed safety tests were registered overseas.

    The standard deposit for a careless driving offence —such as driving too close to the vehicle in front or reading a map at the wheel—will be ￡300. Deposits for speeding offences and using mobile phones will be ￡60. Foreign drivers will not get points as punishment added to their licenses, while British drivers will.

    There are two factors (因素) which decide an individual's intelligence (智商). The first is the sort of brain he is born with. Human brains differ greatly, some being more capable (有能力) than others. So the second factor is what happens to the individual—the sort of environment in which he is brought up.     The importance of environment in deciding an individual's intelligence can be shown by the case history of the twins. When they were three months old, their parents died, and they were placed in different homes. Peter was brought up by parents of low intelligence in a separate community with poor educational opportunities.     This environmental difference continued until the twins were in their late teens, when they were given tests to measure their intelligence. Mark's IQ was 125, twenty-five points higher than the average and fully forty points higher than his twin brother. Given equal opportunities, the twins, having similar brains, would have tested at roughly the same level.

If you do have the chance, however, here are a few tips about making the most of your nap. Remember that the best time to take a nap is about eight hours after you get up. A short sleep too late in the day may only make you feel more tired and sleepy afterward. This can also happen if you sleep for too long. If you do not have enough time, try a short nap – even ten minutes of sleep can be helpful.

Monster Zoo

Monster Zoo is one of the largest zoos in the world, covering more than 15 km squares. It is home to more than 50 species of rare and native animals. The zoo is located 70 km from the city New South Australia.

Canyoning (蹦谷运动)

The sports of canyoning explore the high-energy environment where water meets rock on the coast. Protected by wetsuits and helmets (头盔), people jump from cliffs (悬崖) and waterfalls and discover caves that would not normally be arrived at.

It was first done in the U.K. by TYF Adventure (01437 721611, www.tyf.com) and several thousand people jump from the cliffs near St David's each year. A half day canyoning trip costs ￡50 (￡30 for children under 16).

Diving (潜水)

Diving is not popular with British people. The difficulties of wild waters are greater because the water is colder and not clear enough, but the coasts of Cornwall, Wales and Scotland have some of the best diving in the world.

Surfing (冲浪)

The best surfing places in the UK are on the southwest coast where it is warmer, especially in Cornwall. The best time of year to surf in the UK is late summer and autumn when water temperatures are warmer.

Rock climbing

The most popular natural rocks in Britain include the Peak District, the Lake District, while large areas of Scotland are a climber's ideal place. Climbing courses and climbing walls can be found on the website of the British Mountaineering Council (0870 010 4878, www.thebmc.co.uk) which offers a series of short films that take the new climber through a step-by-step guide to visiting a climbing wall for the first time.

The debate over washing dishes by hand and using a dishwasher has been on TreeHugger since it faced the world. In the earliest article I could find from 2005, the dishwasher came out the clear winner, with researchers from the University of Bonn saying it uses only half the energy and one-sixth the water.

Fifteen years later, we're still talking about it, and a new study published in the journal Environment Research Communications shows not much has changed. Dishwashers still take the prize for efficiency (效率), both in terms of energy and water used. The findings are interesting because kitchen cleanup is something we do every day, so why not learn the best way?

Forty participants were required first to load and run a dishwasher and then to wash dishes by hand the way they would at home. They answered survey questions afterwards about their dish washing behaviors. Three other participants were then required to load a dishwasher and wash dishes by hand following best practices. This meant not pre-rinsing (预冲洗) dishes before loading them in the dishwasher and using the recommended normal cycle with heated dry, rinse-aid, and high-quality cleaner. For washing dishes by hand, this meant using the two-basin method "where dishes are soaked (浸泡) in hot water, rinsed in cold water, and are air-dried."

These "best practices" differ from typical dish washing behaviors. Most people pre-rinse their dishes before loading them into a dishwasher. They also run the tap while washing by hand, which wastes large amounts of water, and rinse with hot water. The researcher found that these typical practices produce "5,620 and 2,090 kg of greenhouse gas emissions (排放) based on washing 4 loads a week for 10 years. "So the dishwasher was less than half as bad as hand-washing, even when improper techniques were used.

When it comes to water usage, the benefits of dishwashers continue. Over the course of ten years, a dishwasher will use 16,300 gallons of water, 99.8 percent of which comes from daily use; whereas, washing the same number of dishes by hand for ten years will use 34,200 gallons.

Plastic is the workhorse material of the modern economy. Light and durable, it's been used to make a vast number of products since its introduction over 100 years ago.

However, a study carried out by the World Economic Forum, the Ellen MacArthur Foundation(基金会) and McKinsey &Company showed the breakdown of the status of the global plastic system. A full 32% of the 78 million tons of plastic packaging produced annually is left to flow into out oceans.

The Ocean Cleanup, a startup founded in 2013, is the brainchild of Boyan Slat, who came up with the idea for the company when he was just 17 years old. Since then, it has received more than $2 million in funding(基金). The company plans to use a large device that will be fixed to the bottom of the Pacific Ocean. This will have arms that spread out over 100 km, getting all of the plastic garbage pushed into its nets. This is then collected by a 10,000 metrecube container that will be emptied monthly.

Most recently, the Ocean Cleanup launched a team of explorers aboard a specially refitted C130 Hercules aircraft heavily loaded with specialized sensor equipment. It discovered that the problem was worse than expected with an abundance of plastics measuring up to 1.5m across and at a higher density than previously thought. The organization will continue to pilot the device and will start removing the pile before the end of the decade.

Once the plastic is out, what should we do with it? The foundation hopes that the plastic from the ocean will have a commercial value which can help to fund the project. Ocean plastic is not easy to use, for it's mixed with everything from intact PET bottles to microplastics. However, some of the world's biggest companies also see the chance to market products made of ocean plastic.

Transforming today's plastic economy from its present form (takemakewaste) to a zero waste circular economy (takemaketakemake) is a difficult challenge. However, with cooperative action from producers, recyclers, governments and consumers alike and continuing innovation, it can be done.
