A new report says more and more international students are attending colleges and universities in the United States. It also notes a large increase in the number of international students from China.

These findings are from the latest Open Doors Report. The report documents the record number of international students in the United States during 2012, 2013 school year. It says more than seven hundred sixty-four thousand four-hundred such students were attending American colleges and universities during the last two years. That represents an increase of almost six percent than one year earlier.

On the other hand, the number of Americans studying overseas(海外) increased by one percent, which reached nineteen thousand this year.

The report says one hundred ninety-four thousand students at American colleges and universities were from China. That is an increase of more than twenty-three percent over the year before. Peggy Blumenthal, an expert of international education, described the effect of the increase in Chinese students.

"Now they have been coming for some time. But this year was the highest level ever." She says many Chinese families are able to pay for the highest-quality education for their children. The children mainly choose to study in America.

"We know many of them have enough income to be able to afford to send them anywhere in the world that they want to go. And for the most part, looking around the world, Chinese students still prefer to come to the United States as their choice."

Chinese students are not the only ones who want to attend American colleges and universities. After China, India sends the second largest number of students to the United States for higher education. India has about one hundred thousand students in American schools. South Korea is third with about seventy-two thousand students.

Why do so many foreign students study in the United States? Peggy Blumenthal provides one reason.

"The advantage America has is that we have a huge system and a very perfect system. So there are over four thousand universities and colleges in the United States. Among them are some top ones in the world, and what that tells us is there is still a lot of room to host international students."

Foreign students represent less than four percent of the total student population in American higher education.

A 12-year-old girl from Virginia, US, never thought that a simple message she put online could bring her big problems. She posted the words, "Killing. Meet me in the library Tuesday", with three emojis(表情符号) of a gun, a knife and a bomb(炸弹) on Instagram, a social media(社交媒体). She was told that she broke the law because of threatening(威胁) her school.

This problem is not far away from us. Not long ago, Ni Hanxiang, a Chinese student at a university in the US, was sent back to China after expressing on social media that he would kill his teachers if he failed to pass his exams.

In China, posting threatening words online is also against the law. In 2013, Wu Hongfei, a singer, got into trouble for saying on weibo that she wanted to blow up a building.

"Threatening happens not only face to face but also through the Internet, social media and the telephone," said Mr. Cao, a lawyer from Chongqing. "Although the law of China protects people's right of free speech, it doesn't include words that threaten others' lives and national safety."

"Some people may not mean to threaten. They may just be trying to say "I'm strong", said Fred Pratt, a lawyer from the US.

The girl's mother said her daughter was a good kid who had never been in trouble before. Ni Hanxiang also said he didn't realize that what he put online was so serious.

"But not knowing the law doesn't mean the law will treat you any differently if you break it," says David Allen Green, a lawyer from the UK. So, do you think we'd better spend a minute or two thinking about the words or emojis we use on social media before we press "send"?

A . Fred Pratt thinks some people may not mean to threaten B . the girl's mother didn't think her daughter was a bad child C . Cheating in an examination at school may get you into trouble D . Putting threatening words on QQ may bring you problems
  4. (4) This passage mainly wants to tell us that _______.
A . we shouldn't break the US law if we study at a university in the US B . students and singers shouldn't post words or emojis on social media C . students should study hard at school and not use the Internet too much D . we should be careful when we send words or emojis on social media

On Feb 26, when an Italian lawmaker (议员) went into the country's Lower Chamber with a mask to prevent the novel coronavirus, he was criticized (批评) by his colleagues for "causing panic (恐慌)". Articles from Western media carry headlines such as "No, you do not need face masks to prevent coronavirus. " You might be surprised, as in China and other Asian countries, people have willingly put masks on during the outbreak.

    Western thoughts about masks

In the West, people are taught to wear masks only when they get sick. Masks are seen as a tool to protect sick people and prevent the disease from spreading, so healthy people don't need to wear them. Therefore, during the novel coronavirus outbreak, overseas Chinese students said that they would be "stared at like a virus spreader" if they go out with a mask. According to a survey done by Global Times among some European and American people, wearing a mask in public can make them feel "worried", "shy", and "afraid of being looked at differently. "

But as the number of COVID-19 cases continues to grow around the world, many people in the West are changing their attitudes. In the US, for example, the need for masks is very high now. The US surgeon general (卫生局局长) has been asking people to avoid hoarding masks, as they are more needed in hospitals than by the general public, for this reason people should buy enough for their needs.

    Mask culture in the East

In Asian countries like China and Japan, there has been a long tradition of mask-wearing. In China, for example, when doctor Wu Liande invented the modern medical mask during the pneumonic plague (肺鼠疫) in 1910, the mask became a symbol of China's position as a modern, scientific nation, according to Scottish medical anthropologist (人类学家) Christos Lynteris.   The 2003 SARS epidemic again led to the wide use of masks as a form of anti-viral protection in China and elsewhere in East Asia.

In Japan, wearing masks has long been seen as a manner to reassure (使安心) others when one catches a cold or flu. Some Japanese also turn masks into fashion accessories (配饰), with different colors and patterns to match their clothes. Wearing masks is also a way to "hide" for young women when they don't have their makeup on.

In more collectivist (集体主义的) cultures in Asia, wearing masks might also be a symbol of solidarity (团结) during the outbreak, according to Lynteris. "Mask culture [in Asia] creates a sense of a fate (命运) shared, common obligation and civic (公民的) duty. " People wear masks "to show that they want to stick together" in the face of danger, Lynteris wrote.

  1. (1) Why don't healthy people in the West wear masks?
A . They don't think masks can prevent disease. B . They think masks are for sick people to wear. C . Only medical workers need to wear masks. D . Wearing a mask looks funny.
  2. (2) Masks have been widely used in China since _________.
A . the invention of the modern medical mask B . the pneumonic plague in 1910 C . Christos Lynteris wore one publicly D . the outbreak of SARS in 2003

A . buying enough things people need B . collecting and keeping a large amount of things C . selling a large amount of things D . giving others something that they need
  4. (4) The purpose of the story is to _________.
A . explain why Westerners don't wear masks B . prove the importance of wearing masks during an epidemic C . show how opinions about masks differ between different countries D . explain the history of masks

The local government killed more than 34,000 stray dogs(流浪狗) several months ago because they were afraid that the dogs would spread rabies (狂犬病).

This caused a discussion across the country. Some people said that it was very cruel to kill dogs. There might be a better way to avoid the disease.

In the future, killing stray dogs might be seen as a crime. The Chinese government published a draft(草案) of animal rights law. It says that a person who kills a stray dog without good reasons will be put in prison(监狱). The draft also says that people who treat animals badly will be considered crimes under the criminal law

The government published the draft so that the public could read it and discuss their thoughts. People share different opinions. Some think the law is good. They say other countries like Britain and Japan have similar laws. They say we will do better at protecting animals if there is one. But others say it's not necessary to fight animal abuse with a new law.

Some people also say that the draft doesn't deal with the biggest matters facing the country's development. The country should make progress to give all people equal (平等的) rights, they say, before turning attention to animals. Another part of the draft is causing discussion. It says that people should not force animals to do something dangerous, like jumping through a ring of fire. But many people enjoy watching this kind of performance at the circus, especially kids. They say that if the animal does it properly, it will not get hurt.

Cars make our lives more convenient. But they can also be a problem. For example, fossil fuel (化石燃料) cars mainly cause air pollution.

To improve the environment, many countries are developing electric vehicles (EVs, 电动车). Among them, China is taking a leading role and has created the world's largest EV market.

Last year, over 40 percent of the 753, 000 EVs sold in the world were sold in China, more than twice as many as the number sold in the United States.

"Filling up a fossil fuel car with gas (汽油) is more expensive than charging (充电) an electric car, " said Wu Hao, who bought an electric car this year.

However, there are still some problems. It can be hard to find charging piles (充电桩) and the cars can't go far before needing to be recharged.

Some of these problems are being solved. In 2014, China had 31, 000 charging piles. Now China has the world's largest EV charging network, with more than 167, 000 charging piles in total.

Developing EVs is one of many efforts that China has made to cut down pressure on its environment after the government promised to stop increases in carbon dioxide emissions (二氧化碳排放量) by 2030.

"As China goes, so will the world's car industry, " The Wall Street Journal said. China has taken a leading role in the world's electric vehicle industry.
